Proposal of Distribution and Strength of H.K. Police. Col. C.H. Sansom, Commissioner of Police, Hong Kong. Civil Affaire Roadquarters Secretariat.-

The following proposals are submitted for the Hength and establishment under the Civil Administration of Gazetted le. senior police officers. Further r/commendations will be submitted in respect of other ranks.

Attached is the copy of a letter from His Excellency the Governor of Hong Kong and scheme of organisation prep red by r. Fennefather-Evans in 1941. This was obtained from the Colonial. Office and had not been considered in London.

There should be two D.C.28. one responsible to the Commissioner for the uniformed branch (excluding the Training School) and the other responsible for the plain clothes Branches 1. e. the Special and C.I.D. branches.

Uriform Branch. Three Superintendents should be responsible to the D.C.P. uniformed branch for the administration of 1) Hongkong Island, (2) Mainland and (3) Water Police. The D.S.B. organisation is dealt with separately).

There are four police divisions on the island 1.e. Central, Western, Eastern and Shaukivan; each should be controlled by an A. S. P.; those divisions should be comprised as shown below.

In order to lovel up the responsibilities of the four A.3.Ps. there will necessarily be an adjustment of the station' areas as at present constituted. This applies especially to Yau ati and, liongkok Duis and Kowloon Tong.

Traffic will be controlled by 2 Chief Inspectors one each side of the harbour, responsible to the two Superintendents and under co-ordinating control of the D.C.P. When reference 18 made to traffic it contemplates only road control not the licensing of motor vehicles, rickshaws etc. Many months ago a recommend tion was submitted urging that licensing should be divorced from the Police Department. If Municipalities are to be created then licensing should form a part of their responsibility and incidentally provide a largo revenue for them. Seeing that this recommendation we affice Road control contemplates only members of the Inspectorate, itay be considered inappropriate to discuss it in this emorandum. At the same time were it omitted altogether, it would surely involve queries.
